Walter Stahel, precursore dell'economia circolare, indica le sfide per un futuro pienamente sostenibile: impegno responsabile di cittadini e politici; una scienza che crei nuovi materiali adatti al riutilizzo; un nuovo rapporto tra imprese e lavoratori.
In un passato pre industriale, l'economia circolare era la norma: reperimento di materie prime, coltivazioni, produzione di cibo e di beni, consumo e smaltimento di eccedenze e rifiuti, avvenivano prevalentemente in un ambito locale, cittadino o regionale. Con il boom dei commerci, dei trasporti trans continentali, dei materiali sintetici, dell'agricoltura industriale, delle tecnologie di conservazione e delle compagnie multinazionali, l'economia imperante è diventata lineare: le materie prime a un capo della linea, il consumo alla fine. Nel mezzo la trasformazione, il trasporto, la distribuzione. Oltre la linea: lo smaltimento dei rifiuti, sempre più nocivi e ingombranti. Oggi tutti riconoscono che questo modello è da riconvertire, da riportare a una forma più circolare, in cui le eccedenze e i rifiuti possano diventare nuovamente materia prima per ricominciare il ciclo. Già negli anni '70 qualcuno aveva avuto questa intuizione, iniziando a parlare di estensione della vita del prodotto, riuso, riciclo e pianificazione della gestione dei rifiuti. Si tratta di Walter Stahel, che oggi insegna all'Università del Surrey, e che recentemente è stato in Italia per presentare il suo ultimo libro “Economia Circolare per tutti - Concetti base per cittadini, politici e imprese” (Edizioni Ambiente). Lo abbiamo intervistato per il programma “Ecosistema”, rubrica radiofonica di Earth Day Italia, trasmesso da Radio Vaticana Italia.
Professor Stahel, come sappiamo quella circolare è stata l'unica economia per molti secoli, fino alla Rivoluzione Industriale. Qual è la differenza tra l'antico sistema economico e quello che lei ha teorizzato e promuove per il futuro?
(*) Professor Stahel, as we know the circular economy had been the only economy for centuries until the Industrial Revolution. What's the difference between the ancient economic system and the one you theorize and suggest for the future?
L'economia circolare originale era frutto di povertà e necessità: le persone semplicemente riutilizzavano e riparavano i prodotti perché molto spesso non avevano i soldi per comprarne di nuovi. Poi, in molti paesi, siamo entrati nella società dei consumi e dell'abbondanza. Adesso le persone, in molti casi, hanno i soldi per cambiare i loro smartphone o i loro vestiti tutte le volte che vogliono. Perciò abbiamo bisogno di una motivazione per passare all'economia circolare: dobbiamo convincere le persone che non devono “consumare” rapidamente automobili e smartphone ma possono riutilizzarli o rivenderli o ripararli per aiutare l'ambiente, anche se possono permettersi di cambiarli spesso.
Well, the original circular economy is one of poverty and necessity. So people simply reuse and repair goods because they didn't have the money to buy new ones very often. Then we went into the consumer society in many countries and the society of abundance. So now people have the money to change their smartphones or their clothes as often as they want in many cases. So therefore we need a circular economy by motivation, we have to convince people that they don't have to consume cars and smartphones but they can still reuse them or resell them or repair them in order to help the environment, even if they can afford to consume things very quickly.

According to your book a circular economy is, of course, not only recycling. Which are the pillars of a real circular economy?
La cosa più importante è riutilizzare, riparare e rilavorare i prodotti, gli oggetti, le infrastrutture e gli edifici. Prendere queste decisioni è compito di ogni cittadino, di ogni azienda o società, ed hanno la possibilità di farlo. Il secondo pilastro è recuperare le materie prime e questo è qualcosa su cui, al momento, siamo messi male: perché riciclare è degradare la materia. Persino i metalli, ad esempio le leghe sofisticate che usiamo nelle automobili, non possono essere riutilizzati per un'altra automobile, ma vengono usati nell'edilizia, per i reticolati del calcestruzzo. Al momento il riciclo non riporta le molecole alla stessa purezza, alla stessa qualità iniziale, e questa è la più grande sfida che la ricerca deve risolvere. La terza sfida scientifica è sviluppare una chimica circolare. Ad esempio dobbiamo incentivare lo sviluppo di nuove molecole, nuovi materiali che possano essere realmente recuperati e riutilizzati. La Scienza ha appena iniziato ad esaminare queste opzioni. Perciò abbiamo diverse opzioni e numerose sfide. Per i decisori politici la più grande è avere il coraggio di stabilire che i prodotti o i materiali che non possono essere riutilizzati o recuperati, devono semplicemente tornare dai produttori, che sono gli unici a sapere come sono stato assemblati, e sanno come smontarli per riutilizzarli.
The most important thing is to reuse, repair, and remanufacture goods, objects, infrastructure, and buildings. That is up to every citizen, every company to make the decision and they have the option to do it. The second pillar is recovering molecules and this is something that we are utterly bad at the moment because recycling is downgrading. Even metals, the metals we use in a car, the sophisticated alloys, cannot be reused in another car but they will go into the building industry for concrete reinforcements. The present recycling is not reusing the molecules for the same purity, the same quality and this is the biggest challenge in research that we have to solve. The third research challenge is that we have to develop a circular chemistry. For example, we have to let develop new molecules, new materials which can be really recovered which can be really reused and that has only just started in science to look into these options. So we have a number of options and challenges. For policy makers the biggest challenge is having the courage to say that for goods or materials that cannot be reused or recovered I should simply go back to the manufacturer. Because they are the only one who has the knowledge of how it was built and produced and how to take it apart for free use.

You have been writing about circular economy for 40 years. Do you feel that a day will come that circular economy will take the place of linear economy and when?
Il fattore chiave sono le emissioni di CO2. Se adottiamo alcuni modelli di input-output, se optiamo davvero per un'economia circolare, possiamo ridurre le emissioni di CO2 del 70% e creare il 4% di nuovi posti di lavoro in ogni paese. Se i politici fossero davvero messi sotto pressione per ridurre le emissioni di CO2 potrebbero iniziare a promuovere l'economia circolare; perché non c'è altra strategia che io conosca che renda possibile ridurre le emissioni del 70%.
One driver is the CO2 emissions. If we change according to some input-output models, if we change really to a circular economy we can reduce CO2 emissions by 70% and create 4% new jobs in a country. So this is the driver if politicians really come under pressure to reduce CO2 emissions. They may switch to promoting the circle economy because there is no other strategy I know of where you can reduce CO2 emissions by 70%.
Lei ha scritto che quello circolare è il miglior modello economico per assicurare il benessere ai popoli e la prosperità alle nazioni e alle aziende. Possiamo dire che gran parte del mondo politico e della società civile è già d'accordo con questa teoria, ma che ne pensa il mondo dell'economia? I finanzieri, gli economisti, gli investitori... pensa che la seguiranno su questa strada?
You wrote that a circular economy is the best model to assure wellness to people and prosperity to industries and countries and you are seeing the same thing now. Maybe people in political groups and movements already agree with that. What about the the economic world, the financers, the stakeholders, the economists, do you think they will follow you, follow us, on this road?
Ci sono molti attori economici che stanno già perseguendo un'economia circolare. Pensi a tutte le società che vendono prestazioni o beni in forma di servizio. Ad esempio un hotel che affitta stanze; o un'agenzia immobiliare che affitta edifici o negozi; o un taxi che ci vende il servizio di trasporto da A a B. Anche le compagnie aeree e le ferrovie ci vendono un bene come servizio: quello di portarci da A a B. Insomma, anche se non ne siamo consapevoli, ci sono molte aziende che ci vendono prodotti in forma di servizi. Poi ci sono molti beni usati già ora in maniera circolare. Forse i più evidenti sono le banconote e le monete. Molte persone vendono e acquistano banconote ogni giorno, e non si rendono conto che non ricevono mai una banconota nuova: vengono sempre utilizzate banconote o monete usate. E' un perfetto esempio di economia circolare, con il riutilizzo di un bene al valore più alto: ovviamente, in questo caso è la garanzia della Banca Centrale Europea che fa la differenza. Quindi un fattore dell'economia circolare è il mantenere il valore di ciò di cui abbiamo bisogno, e per ottenere ciò ci dev'essere qualcuno che garantisca che acquistando un prodotto di seconda mano non si venga imbrogliati.
There are many economic actors that are already pursuing a circular economy. Think of all the companies that are selling performance or goods as a service. Such as a hotel it's renting rooms or a real estate company in renting buildings or spaces or a taxi driver selling you transport from A to B. Or any airline, any railway is selling you goods as a service, they are selling you the performance to bring you from A to C or A to B. So there are a lot of companies we are just not aware that these companies are not selling you goods but are selling you goods as a service. And then there are many goods that are already used in a circular way. Maybe the most evident one is banknotes and coins. Many people are selling and buying banknotes every day but they don't realize that they never get a new banknote. It's always used banknotes or used coins. This is a perfect circular economy of reusing goods at the highest value and of course in this case it's the guarantee by the European Central Bank that makes a difference. So, one thing of the circle economy is to maintain that the value we need trust and we need somebody who guarantees that if you buy a second hand good that you will not be cheated.
Nel suo libro scrive anche di un nuovo ruolo per imprese, compagnie e lavoratori; e di un nuovo rapporto tra lavoratori e aziende. Che differenze ci sono tra lo scenario attuale e quello dell'economia circolare?
You also wrote about a new role of enterprises, companies and even workers and a new relationship with between job workers and the firm and the enterprise. What's the difference between a circular scenario a circular economy scenario for this relationship between worker and company?
Il primo rapporto è tra i beni e i loro proprietari. E' come con un orsacchiotto di peluche: se una persona sviluppa una relazione con un suo oggetto, lo terrà sempre, anche se ne arriverà uno più moderno o alla moda; non avrà importanza. Perché siamo attaccati alla nostra automobile, alla casa, e ad altre cose. Ora nelle aziende è diverso, perché iniziano a rendersi conto che se si convertono all'economia circolare - che significa conservare gli asset, riparare e migliorare le tecnologie, come ad esempio le centrali elettriche o gli edifici - allora hanno bisogno delle competenze di lavoratori qualificati di vent'anni fa, perché le vecchie tecnologie non sono più insegnate nelle università. Non trovano giovani che, arrivando direttamente dalle università, hanno le conoscenze per queste vecchie tecnologie. Perciò è folle mandare in pensione lavoratori esperti e far perdere all'azienda le loro competenze. Quindi, se ci concentriamo su quali competenze siano necessarie per l'economia circolare, le aziende e i lavoratori svilupperanno un rapporto diverso, perché hanno bisogno le une degli altri: i lavoratori hanno bisogno dell'impiego e le aziende hanno bisogno delle loro competenze.
Well the first relationship is between owners of goods and their goods. Because it is like old teddy bears, if people develop a relationship with their goods they will keep them even if a more modern or more fashionable thing comes up. It doesn't matter because I'm attached to my own car or house or whatever. Now in companies it's different because the companies start to realize that if they move into a circular economy, which means maintaining assets, repairing, and technologically upgrading, for example power stations or buildings, then you need the knowledge of skilled workers of 20 years ago because these old technologies are no longer taught at universities. They do not find young people coming straight from universities who have the knowledge of these old technologies. And so therefore it's crazy to send experienced workers into retirement because then you realize that the company no longer has these skills. So if we focus on skills and what skills are needed for the circular economy then companies and workers develop a different relationship because they both need each other. The workers need the jobs and the companies need the skills of the workers.
